Question : Accidents Prone Area

(a) the details of black spots identified by the Government on the various National Highways across the country during last three years and the current year, State/ UT-wise;

(b) the details of the accidents that have taken place at each of these black spots during the said period along with the action taken to remove these black spots;

(c) the funds allocated/spent in this regard during the said period; and

(d) whether the Government proposes to set up a Road Safety Authority to check various reasons for road fatalities on National Highways and if so, the details thereof?

(a) and (b) Road accident black spots on National Highways are identified on the basis of fatalities and not number of accidents. Accordingly 789 black spots have been identified on various National Highways across the country during the calendar years 2011, 2012, 2013 & 2014. No. of fatalities at these black spots are placed at Annexure. Black spots based on fatalities in 2015 & 2016 have not yet been identified. Short term & long term measures are being taken at these black spots either in the development projects on the concerned stretches or as separate rectification measures.

(c) A sanction ceiling of Rs. 500 crore has been earmarked under NH (O) during the financial year 2015-16 for rectification of these black spots.

(d) A Road Transport & Safety bill has been drafted incorporating the creation of National Road Safety & Traffic Management Board (NRSTMB) for the purpose for the consideration of Parliament.
