Question : SAFETY IN SHIP BREAKING YARDS



(a) whether there has been an increase in the number of decommissioned ships received by the ship breaking yards in India over the last five years;

(b) if so, the details of ships received at different ship breaking yards during each of the last five years;

(c) whether the Maldivian vessel, MV Sea Angel which sank off the Munambam coast has reached the Steel Industries Limited, Kerala ship breaking yard at the Azhikkal port and if so, the details thereof;

(d) the amount and nature of contaminated material that has arrived at the ship breaking yard of Kerala and the details of how it was disposed off; and

(e) the details of the measures taken to ensure the safety of the workers working in unhygienic and hazardous conditions at the ship breaking yards at Azhikkal and Alang?

(a)&(b) Details of ships received for breaking over the last five years are as under:

(c): No, Sir. MV Sea Angel has not reached Steel Industrials Kerala Limited breaking yard at Azhikkal, Kannur.

(d): The ship received for breaking at the ship breaking yard of Kerala at Azhikkal, Kannur were small category ships. The contaminated material, namely, burnt wire/waste oil – 2800 ltrs, glass wool - 7740 kg, asbestos – 240 kg, rubber – 480 kg, arrived are comparatively very small quantity. These items were issued to State Pollution Control Board approved recyclers and common Treatment, Storage and Disposal Facility (TSDF) for safe disposal.

(e): In the Azhikkal and Alang Ship Breaking Yards, for the safety of the workmen, safety shoes, helmets, hand gloves, goggles, face mask, water sprinkling fire extinguishers, fire fighting pumps, etc are provided and they are covered under ESI Scheme.Besides, the Ship Breaking Code 2013 notified by the Government of India stipulates elaborate instructions for safety, health and environmental compliance for stakeholders involved in ship recycling.
