Question : NSIC Programmes

(a) whether the National Small Industries Corporation is organizing special programme for skill and entrepreneurship development in the country including Chhattisgarh during the last three years;

(b) if so, the details thereof and the number of persons benefited therefrom, State/UT-wise; and

(c) whether the Government proposes to provide any financial assistance to such entrepreneurs and if so, the details thereof?

(a)&(b): Yes, Madam. The National Small Industries Corporation Limited (NSIC), a Public Sector Undertaking under this Ministry is orgainising number of programmes for Skill Development and Self-Employment through its 7 technical centres located at Aligarh (Uttar Pradesh), Chennai (Tamil Nadu), Howrah (West Bengal), Hyderabad (Telangana), Okhla (New Delhi), Rajkot (Gujarat) and Rajpura (Punjab). NSIC is also imparting self-entrepreneurship through its incubation centres located at Okhla (New Delhi), Howrah (West Bengal), Guwahati (Assam), Mandi (Himachal Pradesh), Kolar (Karnataka), Deoria (Uttar Pradesh), Nawada (Bihar), Naini (Uttar Pradesh), Chennai (Tamil Nadu), Kashipur (Uttarakhand) and Rajkot (Gujarat).

In addition, NSIC has set up 112 Training-cum-Incubation Centres (TIC) under Public-Private Partnership (PPP) in different parts of the country. NSIC is having one TIC under PPP mode at Mahasamund in Chattisgarh.

NSIC offers training in more than 100 trades through three programmes namely (i)Entrepreneurship Development Programme (EDP) (ii) Entrepreneurship Skill Development Programme (ESDP) and (iii) Entrepreneurship Orientation Programmes (EOP). The state wise details of persons trained under these three programmes during last three years are given at Annexure.

(c): The Ministry of MSME is providing financial support to new entrepreneurs through the following two schemes:

(i) The Prime Minister’s Employment Generation Programme (PMEGP), a credit linked programme is being implemented through Khadi and Village Industries Commission (KVIC) which aimed at generating self employment opportunities though establishment of micro enterprises in the non-farm sector. The maximum project cost in manufacturing sector is Rs. 25 lakh and for service sector, it is Rs. 10 lakh. Margin money subsidy available under this scheme ranges from 15% to 35% depending upon the category of beneficiaries and area (rural/urban).

(ii) The Credit Guarantee Fund Scheme for Micro and Small Enterprises (CGS) has been launched by the Government of India to make available collateral-free credit to the micro and small enterprise sector for loans upto Rs. 200 lakh without collateral/third party guarantees.
