(a) whether various undertakings under the Ministry have allocated funds under Corporate Social Responsibility (CSR) during the last three years and the current year;

(b) if so, the details of funds allocated and utilized especially in the Scheduled Castes dominated areas and the area-wise number of persons benefitted, undertaking/ district/item-wise;

(c) whether there is a need to take effective steps to spend funds under the CSR especially in backward and scheduled castes dominated areas in the country;

(d) if so, whether Scheduled Castes dominated areas especially of Misrikh Parliamentary Constituency in Uttar Pradesh are proposed to be covered under it; and

(e) if so, the details thereof?

(a) & (b): The details of funds allocated and utilized under Corporate Social Responsibility (CSR) by the Central Public Sector Enterprises (CPSEs) under this Ministry is annexed.

(c) to (e): Department of Public Enterprises (DPE) under the Ministry of Finance, the Nodal Department for CSR has informed that CSR activities of corporate including CPSEs are governed as per Section 135 of Companies Act, 2013 which inter- alia prescribes the criteria for companies falling under the ambit of CSR, activities covered under CSR and the amount to be allocated for CSR activities. It is, however, mentioned that the DPE has been issuing guidelines from the financial year 2018-19 to all administrative Ministries and CPSEs for adopting a theme-based focused approach every year on CSR expenditure by the CPSEs. These instructions, inter-alia, provide that CSR expenditure for such thematic programmes should be around 60% of annual CSR expenditure of CPSEs and the aspirational districts as identified by NITI Aayog may be given preference in CSR expenditure.

2. Bharat Heavy Electricals Ltd. (BHEL) 2018-19 670 The Corporate Social Responsibility (CSR) related activities/ initiatives by BHEL are aimed towards community/infrastructure development, repairs/renovation work, public conveniences & amenities, providing education assistance & educational aids, skill development in different traits, medical / health / hygiene support etc. for the benefit of underprivileged and downtrodden section of the society inclusive of SC community. Thus, it is not practically feasible to ascertain specific information of CSR amount / funds expenditure for the welfare of SC community. CSR activities by BHEL are conducted at diverse districts / locations across the country which majorly include: Haridwar, Rishikesh, Gautambudhh Nagar, Jhansi, Kanpur, Varanasi, Damoh, Satpura, Khagaria, Muzaffarpur, Hazaribagh, Kandhamal, Bhubaneshwar, Guwahati, Tanda, Nuh, Vizianagaram, Khammam, Nizamabad, Tiruvallur ,Suryapet, and Bikaner. Specific information in respect of amount spent under CSR for the welfare of SC community cannot be ascertained citing practical difficulties in proper identification, collecting/ assimilating, accounting of such information.
