(a): the details of unauthorized constructions/encroachments made by the allottees in various Government colonies in Delhi, as on 31.3.2002, area-wise;
(b): whether it is a fact that unauthorized constructions/encroachments are being done in connivance with the officials of Directorate of Estates/CPWD/NDMC/MCD;
(c): if so, the facts thereof; and
(d): the action taken by the Directorate of Estates against the allottees and the officials responsible for the same?

(a): A statement showing the number of cases of unauthorised
constructions in Government quarters reported by CPWD,
area-wise/type-wise is detailed at Annexure-A.
(b)&(c): No, Sir.
(d): As soon as an unauthorised construction is reported by the
CPWD, notice is issued by the Directorate of Estates under
Allotment of Government Residences (General Pool in Delhi)
Rules, 1963 giving the allottee 15 days time to remove the same.
In case of continued default, the allotment is cancelled and
disciplinary action is recommended against the allottee to the
concerned Department. In the event of non-vacation after such
cancellation, eviction proceedings under Public Premises
(Eviction of Unauthorised Occupants) Act are initiated against
such delinquent officials. The Directorate of Estates has
already issued notices to 1432 allottees to remove unauthorised
structures/encroachments. As a result of such action, in 42
cases cancellatioin of allotment has been done. Moreover, in
order to carry out a concerted campaign to remove such
encroachments from Government colonies, joint teams are being
set up in various localities with representatives from CPWD,
Directorate of Estates and concerned local body, i.e. MCD or
NDMC.
