Question : Inspection and Certification Centres

(a) the details of the proposals approved to set up Inspection and Certification centres for enforcing strict inspection and maintenance of motor vehicles along with the total cost to be
incurred in setting up each centre;

(b) whether the Government has put in place suitable designed inspection and maintenance system for vehicles; and

(c) if so, the details thereof?

(a) to (c) The safety and emission requirements can be achieved if the vehicles go through a fitness test at regular intervals. Accordingly, the Ministry of Road Transport & Highways decided to put in place a scheme for setting up suitably designed model automated Inspection and Maintenance (I & C) centres for in use vehicles. During 11th Five Year Plan, the Ministry sanctioned nine model automated I&C Centre to be set up one each in the States of Andhra Pradesh (now in Telengana), Karnataka, Gujarat, Maharashtra, Rajasthan, Haryana, Madhya Pradesh, Uttar Pradesh and Delhi on a pilot basis. During 12th Five Year Plan, this Ministry has sanctioned four more I&C Centre to be set up in the States of West Bengal, Odisha, Chhattisgarh and Kerala. Under the scheme, the land is made available by the concerned States. The total financial obligation per I & C Center on the part of Ministry of Road Transport & Highways is Rs. 14.40 Crore plus taxes. The centres have facility for testing emissions, brakes, headlights, suspension, speedometer etc.
