(a) the funds sanctioned and released under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) during the Twelfth Plan period to each State/UT of the country;
(b) whether instances of delay in release of funds have been reported and if so, the reasons therefor; and
(c) the steps taken by the Government to ensure that funds are made available to the States/UTs without any delay?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF STARRED QUESTION NO. 266 TO BE ANSWERED IN THE LOK SABHA ON 11.12.2014 REGARDING RELEASE OF FUNDS UNDER RGGVY.
(a) : Under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) XII Plan, 273 projects have been sanctioned with the project cost of Rs. 23708.65 crore and as on 30.11.2014, an amount of Rs. 1141.37 crores have been released. State-wise details of project cost and subsidies disbursed under RGGVY in XII Plan is at Annex.
(b) & (c) : No instances of delay in release of funds have occurred under XII Plan of RGGVY. As per guidelines of RGGVY, in XII Plan, funds are disbursed in 5 installments after fulfillment of conditionalities & achievement of specific milestones and utilization of funds by the Project Implementing Agency (PIA). The first installment is released after the award of work by the Implementing Agencies. Wherever the works have been awarded, the funds against those projects have been promptly released.
