Question : BOOKING OF BULK AND HEAVY PARCELS IN LONG DISTANCE TRAINS



(a) whether the Railways have allowed few brake vans of long distance Express Trains to be booked on magazine rates, which is on long term lease basis at very lower rate;

(b) If so, whether instead of booking of magazine in these brake vans, the other bulk and heavy parcels are being booked in connivance with senior officers at Delhi Division;

(c) if so, whether there are over loading in brake vans;

(d) if so, the details thereof; and

(e) the action taken against the erring officials ?

(a) & (b): Yes, Sir.Under the leasing of SLR scheme, the lease holders are at liberty to utilise the space leased and load all types of parcels. There is no restriction on loading of bulky and heavy packages, hence connivance does not arise.

(c) & (d): Regular checks are conducted by Zonal Railways and the Vigilance Department to detect overloading in Brakevans. 61 (sixty-one) checks conducted upto October 2001 have realised Rs. 3.17 lakhs as penal freight for overloading from lease holders.

(e): Does not arise.
