Question : Rural development in West Bengal

(a) the details of the steps taken to develop the rural people of North Bengal, specifically Coochbehar in West Bengal under Aatmanirbhar Bharat?

(a) Under Atma Nirbhar Bharat Abhiyaan, components relating to Ministry of Rural Development are as under:

1. Ex-Gratia payment to Women Jan Dhan Account Holders
Under this, a sum of Rs.30,944.61 crore has been credited into the accounts or 20.61 crore Women Jan Dhan Account Holders in three equal instalments of Rs.500 each.

In respect of West Bengal, 1.935 crore Women Jan Dhan Account Holders have been credited a sum of Rs.2902.35 crore at the rate of Rs.1500 per account holder in 3 equal instalments of Rs.500 each.

2. Ex-Gratia payment of Rs.1000 to 2.82 crore Widow, Old Age and Divyang Pensioners
A sum of Rs.2814.50 crore has been released to 2.82 crore Widow, Old Age and Divyang Pensioners at the rate of Rs.1000 in two equal instalments of Rs.500 each.

In respect of West Bengal, 21,32,959 such pensioners have been credited Rs.213.29 crore at the rate of Rs.1000 per pensioner in two equal instalments of Rs.500 each.

3. Mahatma Gandhi NREGA Wage Revision

The Mahatma Gandhi NREGA Wage Rate has been revised w.e.f. 1.4.2020.
In respect of West Bengal, wage rate has been revised from Rs.191 to Rs.204.

4. Additional provisioning of Rs.40,000 crore under Mahatma Gandhi NREGA

Under Atma Nirbhar Bharat Package an additional provision of Rs. 40,000 crore has been made under Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) as announced by Hon’ble Finance Minister. Mahatma Gandhi NREGA is applicable for all rural areas in India including North Bengal under Mahatma Gandhi NREGA. A total of 2124 lakh persondays has been generated in the State of West Bengal and a total of 96 lakh persondays generated in Coochbehar. A total of 8.23 lakh works completed during the current Financial Year 2020-21 as on 17.09.2020 in West Bengal which includes 17,380 works completed of Coochbehar.

5. Enhancement of Collateral Free Loan from Rs.10 lakh to Rs.20 lakh to the members of Women Self Help Group under NRLM

This covers members of all Women Self Help Group under National Rural Livelihood Mission (NRLM) in States/UTs including West Bengal.
