Question : Construction of Roads in Naxal Affected Areas

(a) whether the Government has brought any proposal for construction of roads in naxal affected areas, if so, the details thereof, State-wise;

(b) the length of roads which have been constructed and have been opened for traffic, location-wise;

(c) the reasons for which the construction of roads has not been completed to this day in the proposed areas, location-wise; and

(d) the efforts made in this regard?

(a) Yes Madam. The details of projects sanctioned under Road Requirement Plan (RRP-I) are Annexed.

(b) A total length of 4148 km out of 5422 km roads have been completed in the States of Telangana, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh till 31.10.2016.

(c) & (d): Due to Left Wing Extremism (LWE) activities, the response of contractors to bidding of works is very poor resulting in considerable delay in award of works. Also the progress of works is slow primarily due to security concerns and threat from Left Wing Extremists. To remove hurdles in execution of RRP works, this Ministry has requested State Governments to constitute District Level Coordination Committee headed by District Magistrate comprising of District Superintendent of Police, Central Armed Police Forces, State PWD and Contractor to plan and proceed with the area Domination by Armed Forces, in the areas affected by law and order problems.
