Question : DUES OF SICK CHEMICAL AND FERTILIZER COMPANIES



(a) whether a large number of Chemical and Fertilizer companies have become sick and are on the verge of closure or are lying closed;

(b) if so, the details of such Chemical and Fertilizer companies, state- wise;

(c) whether the Central Government propose to disinvest these companies;

(d) if so, the details thereof alongwith their total assets as on 30th June, 2002 company-wise;

(e) whether it is also a fact that Chemical and Fertilizer companies owe a whooping amount to various State Electricity Boards;

(f) if so, the details thereof, company-wise; and

(g) the steps the Union Government have taken to clear the outstanding dues of State Electricity Boards before disinvesting these Chemical and Fertilizer companies?

(a) & (b) : Hindustan Fertilizer Corporation Ltd. (HFC), Fertilizer Corporation of India (FCI) and Projects & Development India Ltd. (PDIL) have been declared sick by the Board for Industrial and Financial Reconstruction (BIFR) in 1992; and Pyrites Phosphates & Chemicals Ltd. (PPCL), in 2000. The State-wise details of the Units, which the Government has decided to close down, are as follows:

HFC	-	Barauni (Bihar), Durgapur, Haldia (West Bengal) and	Fertilizer Promotion & Agriculture Research Division
FCI	-	Sindri (Jharkhand), Gorakhpur (Uttar Pradesh),	Ramagundam (Andhra Pradesh), Talcher (Orissa),	Korba (Chhatisgarh)
PPCL	-	Saladipura (Rajasthan) and Dehradun (Uttaranchal), 

(c) : No, Sir.

(d) & (g) : Do not arise.

(e) & (f) : The details of the outstanding electricity dues for these Companies are as following:
