Question : ARTIFICIAL LIMBS



(a) whether it is a fact that equipment and technical aids for orthopaedic patients is far below international standards in the country;

(b) if so, the details of the Public Sector Undertakings involved in making artificial aids;

(c) whether the Union Government have received any project report from the Government of Rajasthan to set up a research development and training institute for ancilliary equipments to help the disabled;

(d) if so, the details alongwith estimated cost thereof;

(e) whether the Government have provided any grants for artificial limbs and other equipments (cratches) to be used by the disabled;

(f) if so, the details thereof, State-wise and other facilities being provided by the Government in this regard;
(g) whether any assistance has been sought from foreign countries to improve the quality and diversity of orthopaedic aids; and
(h) if so, details thereof?

(a) India is producing a variety of technical aids and equipment both modern and traditional for orthopaedic patients. These aids are as per the environment and specific need of rural and urban disabled population of India and, therefore, such aids may not be strictly comparable with the international standards, where the living conditions, societal needs and environment are different.

(b) Public Sector Undertakings engaged in manufacturing of aids and appliances include Artificial Limb Manufacturing Corporation (ALIMCO)- Kanpur and Indian Drugs & Pharmaceuticals Limited, Chennai.

(c) No such specific proposal has been received.

(d) Does not apply.

(e)&(f) The Government is implementing a Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP Scheme), under which grants for assistive devices and other related facilities are provided to implementing agencies located in different states and Union Territories. The statewise grants under ADIP Scheme during 1999-2000 is annexed.

(g)&(h) An agreement has been signed with Department of Education, USA and Govt. of India for interalia modernization of production facilities of assistive devices at ALIMCO. The agreement focuses on modernization of process and production facilities at ALIMCO.
