Question : Allocation of Quarters

(a) the details of quarters being constructed by the Directorate of Estates/Ministry;

(b) whether the quarters are being allocated or proposed to be allocated/given by the Directorate of Estates/Ministry to various pools of accommodations, including that of autonomous organizations, pool-wise, on account of various reasons including demolition;

(c) if so, the details thereof and if not, the reasons therefor;

(d) whether there is an acute shortage of accommodations in each of the said pools and if so, the details thereof;

(e) whether the Government has received many requests from any of the such organizations/departments for enhancing their quota of accommodations and if so, the details thereof; and

(f) the steps being taken by the Government to ensure hundred per cent availability of quarters to each of the said pools?

(a) Seven General Pool Residential Accommodations (GPRA) colonies at Delhi are being redeveloped to construct about 24,500 houses by Central Public Works Department (CPWD) and National Building Construction Corporation (NBCC) under the Ministry of Housing and Urban Affairs.


(b) & (c) Rule 88 of Central Government General Pool Residential Accommodation (CGGPRA) Rules 2017 has a provision to place accommodations at the disposal of departments of the Government of India. Accommodations are placed in various pools on the basis of justification and availability of accommodations.

(d) Intimation of acute shortage of accommodation by Ministries/Departments, which maintain their pools, has not been received in Directorate of Estates.

(e) The Directorate of Estates has received requests from Rajya Sabha Secretariat, Lok Sabha Secretariat, AIIMS, National Security Council Secretariat and District and Subordinate Courts Delhi for placing more accommodations at their disposal.

(f) Augmentation of housing stock under GPRA by construction of new residential units and redevelopment of existing general pool residential colonies etc. is a continuous process to minimize the gap between demand and availability. Further, Ministries/ Departments also construct/ procure staff quarters themselves.
