Question : New Defence Procurement Procedure

(a) whether the Government proposes to implement the long delayed new Defence Procurement Procedure (DPP), if so, the details and the salient features thereof;

(b) whether the new DPP will have several measures to promote domestic private sector to enter into defence production with a level playing field under the ‘Make in India’ policy as also liberalized norms for arms agents and also blacklisting of armament companies among other things and if so, the details thereof;

(c) whether the entire defence acquisitions process would be made simpler and transparent through the new DPP with an element of technology transfer / R&D; and

(d) if so, the details thereof and the time by which it is likely to be implemented?

(a) to (d): The Defence Procurement Procedure is under finalization. The new DPP will bring into effect measures to promote indigenization and self-reliance in defence. Highest importance is attached to probity, accountability and transparency in defence acquisition and the same is reflected in all ongoing procurement activities. Necessary measures in this regard will also be incorporated in the DPP.
