Question : Massive Open Online Course

(a) whether the Government has proposed to implement Massive Open Online Courses (MOOCs)
platform ''SWAYAM'' in the country;
(b) if so, the details thereof including number of institutions participating, number of courses
available and latest enrolment numbers along with the status of ''SWAYAM'';
(c) whether the Government has framed regulations regarding Credit Framework for Online
Learning Courses;
(d) if so, the details thereof; and
(e) whether the Government seeks to promote multi-lingual online courses and if so, the details
thereof?

(a) & (b) Yes, Madam. Government of India has approved a scheme for Massive Open Online
Courses (MOOCs) to provide best quality e-learning resources to students across country.
The national MOOCs platform called SWAYAM has been developed for hosting of MOOCs.
(8) National MOOCs Coordinators are coordinating preparation of high quality content by
identifying good teachers for preparation/delivery of the MOOCs.

At present, (216) Online Courses available on SWAYAM, of which 74 Courses are
currently online and running with enrolment of 6,333 students.
(c) & (d) The Government has framed regulations regarding Credit Framework for Online
Learning Courses. The Regulations are:-
(i) UGC (Credit Framework for Online Learning Courses through SWAYAM) Regulation,
2016, New Delhi, dated 19th July, 2016.
(ii) AICTE (Credit Framework for online learning course through SWAYAM) Regulations,
2016, New Delhi, dated 17th August, 2016.
(e) Although most of the courses are currently in English, Government seeks to promote
multi-lingual Online Courses. C-DAC has been entrusted the work of translation of the
transcription and other text material in 10 languages.
