Question : Oxfam under FCRA

(a) whether the United Kingdom has requested to reconsider the decision to deny the Foreign Contribution (Regulation) Act (FCRA) registration to Oxfam, if so, the details thereof and the action taken to renew their FCRA registration;

(b) whether the Government considered the longstanding impact of the decision in the services among the humanitarian sector of India, if so, the details thereof along with the details of the NGOs lost their registration due to new rules in the country;

(c) whether United Kingdom officials held discussions with the Government regarding restrictions placed under FCRA on Oxfam and other British NGOs, if so, the details thereof;

(d) whether the British officials have demanded to remove the funding restrictions imposed on the said NGOs, if so, the details thereof; and

(e) whether the Government has given any assurance to the British officials, if so, the details thereof?

(a) to (e): The Government of United Kingdom (UK) raised the issue of status of Oxfam India under the Foreign Contribution (Regulation) Act, 2010 (FCRA, 2010) during the bilateral dialogue held on 10 February, 2022. Status of Oxfam India was shared with the UK side during the dialogue.

The renewal application of Oxfam India was refused as it did not fulfil the eligibility criteria specified in the FCRA, 2010 and rules made thereunder. Oxfam India has filed an application for revision of refusal order under Section 32 of the FCRA, 2010.

The registration, renewal and cancellation of registration is done based on the criteria specified in the FCRA, 2010 and Rules made thereunder.
