(a) &(b): State/UT-wise details of amount of wages to be paid under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) during the last two years and current 2016-17 (as on 11.03.2017) is at Annexure. MGNREGA is a demand driven programmes hence no State/UT- wise allocation of fund is made. The Central funds are released to the States/UTs for the implementation of programme including payment of wages on the basis of agreed to Labour Budgets and taking into consideration the performance and the pace of utilization of available funds. The fund release to States/UTs is a continuous process and Central Government is committed to making funds available keeping in view the demand for work.
(c): The following efforts have been made by Government to reduce the delays in payment of wages to the MGNREGA workers:
• The Ministry has introduced e-FMS system. Under this system, the expenditure is done by making e-Payments towards wage, material and administrative expenses.
• The Government has started National Electronic Fund Management System (NeFMS) in 21 States and 1 UT for direct payment of wages into workers account.
• Dashboard to monitor pending FTOs at various levels.
• SMS alert are being pushed to field functionaries like GRS, Technical Assistant, Programme Officer, Digital Signatories etc. to enable the State Govt. in tracking the delays happening in each sub-process till the time of generation of Fund Transfer Order (FTO).
