(a) to (d) Urban transport including metro rail projects and urban housing development are an integral part of urban development which is a state subject. Respective state governments/Union Territory administrations are therefore, responsible for initiating and developing urban infrastructure including metro rail projects and housing development.
The Central Government provides financial assistance for metro rail projects, subject to feasibility of the project and availability of resources, as and when posed by the concerned state governments.
Ministry of Housing & Urban Affairs is implementing the scheme of Pradhan Mantri Awas Yojana (Urban) [PMAY (U)] which aims at providing affordable houses to all eligible beneficiaries in urban areas of the country by the year 2022, in the following four verticals namely,
(i) In-situ” Slum Redevelopment (ISSR).
(ii) Credit Linked Subsidy Scheme (CLSS).
(iii) Affordable Housing in Partnership with public or private sector (AHP) and
(iv) Beneficiary-led individual house construction/ enhancement (BLC).
The details of funds allocated, released and utilized during the last four years (2015-16 to 2018-19) for metro rail projects and PMAY-(HFA-U) are as under:

For FY 2018-19, the proportion of funds allocated for metro rail projects and PMAY-HFA (U) against the total budget of Ministry is about 36% and 15% respectively.
(e) & (f) The progress of Metro Rail projects is reviewed periodically by Government of India, State Governments and the concerned Metro Railway Board of Directors (BoDs) from time to time. Appropriate action such as holding of meetings for resolving the issues causing delay in the project etc. with the concerned Ministries/Departments/Agencies is taken up by the Government of India/ State Government.
The progress of projects under PMAY-HFA(U) are constantly monitored through Central Sanctioning And Monitoring Committee (CSMC) meetings, Video Conferences, field visits and also through national/regional/state level review meetings for ensuring timely completion of the projects.
