Question : SAFETY RULES OF VEHICLES



(a) whether the instances of irregularities in the Heavy Motor Vehicle (HMV) particularly trucks licenses and non-compliance with the security and safety rules by the vehicles have been brought to the notice of the Government;

(b) if so, the details thereof along with the action taken in this regard; and

(c) the steps taken by the Government in this regard?

(a) to (c) Provisions regarding offences, penalties and procedure are contained in Sections 177 to 210 of Chapter XIII of Motor Vehicles Act, 1988 (MV Act) and rule 164 of Central Motor Vehicles Rules, 1989 (CMVRs). Implementation of provisions of MV Act and CMVRs comes under the purview of State Transport Departments. Action against Heavy Motor Vehicle (HMV) particularly against trucks is taken by the State Transport Departments on a regular basis and special drives against Overloaded Goods vehicles are conducted frequently from time to time.
