Question : VIOLATION OF NO CONSTRUCTION ZONE



(a) whether Government are aware of continuing violation of the no construction zone limit of 500 metre;

(b) if so, the details in this regard;

(c) whether any proposal for modification of this 500 metre limit is under consideration of the Government; and

(d) if so, the details thereof.

(a) & (b): Yes, Sir. Several cases of violation with regard to Coastal Regulation Zone Notification, 1991 including illegal construction within no development zone have been brought to the notice of this Ministry. Such violations are referred to the concerned State/Union Territory Coastal Zone Management Authorities which have been set up by the Central Government and empowered under the Environment (Protection) Act, 1986 to deal with the violations pertaining to Coastal Regulation Zone Notification, 1991. Karnataka and Kerala Coastal Zone Management Authorities have identified and initiated action against violators.

(c) & (d): No, Sir. Does not arise.


The Question pertains to violations with regard to CRZ Notification, specially in the NDZ area of CRZ-III. We have received several violation reports from NGOs, public and other agencies. These violations are being referred to the concerned State Coastal Zone Management Authorities, who have been empowered with Section 5 of Environment (Protection) Act, 1986.

Based on information available in the Ministry, a draft reply to the above Question is placed below for approval.
