Question : Setting up of Sports University

(a) whether it is a fact that there is no exclusive physical education and sports university at the Central level in the country besides National Sports University, Manipur and if so, the details thereof;

(b) whether the Government proposes to set up more such Universities in the country and also grant assistance to the States for setting up similar Universities;

(c) if so, the details of Sports Universities/Institutions proposed to be established and if not, the reasons therefor;

(d) whether the construction of infrastructure for the
National Sports University in Manipur has started; and

(e) if so, the details and the present status thereof?

(a): It is not a fact that there is no exclusive physical education and sports university at the central level in the country.
Lakshmibai National Institute of Physical Education, Gwalior is already functioning as a “Deemed to be University” in the field of physical education since 1995. The Institute has been graded in the highest category i.e. Category-I Deemed to be University w.e.f. 19.06.2018.
The Government is also establishing National Sports University in Imphal, Manipur. The National Sports University Ordinance 2018 has been promulgated on 31.5.2018 to establish a National Sports University in Manipur, which will be first of its kind to promote sports education in the areas of sports sciences, sports technology, sports management and sports coaching besides functioning as the national training centre for select sports disciplines by adopting best international practices.
Pending completion of the campus of the National Sports University in West Imphal District of Manipur, the National Sports University at present is functioning from its temporary campus in Khuman Lampak Sports Complex, Imphal, Manipur.
(b) & (c): There is no proposal at present to set up more National Sports Universities or to grant assistance to the States for setting up similar Universities.
However, there is provision in the National Sports University Ordinance, 2018 to the effect that the National Sports University may establish or maintain Outlying Campuses, Colleges, Regional Centres and Study Centres at such other places in India as it may deem fit. It further provides that the University may, with the prior approval of the Central Government, also establish Outlying Campuses and Study Centres outside India.
(d) & (e): The construction work of the main campus of National Sports University in West District, Imphal has already started.
While demarcation of fencing work and site development for hillock neutralization have been completed, work is going on for ground site development , boundary wall and road alignment work.
Construction of the main campus of the University is being carried out by Hindustan Steelworks Construction Limited (HSCL), the Project Management Consultant for setting up the National Sports University.
