Question : AWARDING OF HIGHWAY PROJECTS



(a) whether there are reports that the construction works of National Highways awarded to the big contractors is subsequently outsourced/sub-contracted to small contractors by them;

(b) if so, the details thereof;

(c) whether the construction works done by such small contractors conforms to the criteria laid down for quality, punctuality and efficiency;

(d) if not, the reaction of the Government thereto;

(e) whether such small contractors are unable to directly bid/win contracts for National Highways projects; and

(f) if so, the details thereof and the reasons therefor?

(a) to (c) Construction works under Build, Operate and Transfer (BOT) projects is done through Engineering Procurement Construction (EPC) contractors engaged by the Concessionaires. While sub-contracting in item-rate contracts is permissible upto a limited extent with the prior consent of the Engineer/Employer.The Concessionaire remains responsible for the quality of the work whether done by the EPC contractor or a sub-contractor.The quality is monitored by independent Engineer or Engineer for BOT and item-rate contracts respectively.

(d) Does not arise.

(e) & (f) Yes,Sir.Only those contractors who have the requisite experience and financial strength specified for the given work are awarded contracts.
