Question : MEDICAL CERTIFICATES



(a) whether the medical certificates issued by the Hospitals/ Dispensaries (Allopathy, Ayurda, Unani, Homeopathy) run by Delhi Government Municipal Corporation of Delhi, New Delhi Municipal Corporation are accepted for the purpose of grant of commuted leave of Gazette Government servants availing CGHS facility as well as those governed by CS (MA) Rules, 1944;

(b) if not, whether a proposal is under consideration of the Government to this effect ; and

(c) if so, the time by which a decision is likely to be taken in this regard?

(a) to (c): The Medical Certificates issued by Government Hospitals are accepted for purpose of grant of commuted leave. In terms of Rule 19 of CCS (Leave) Rules, 1972 an application for leave on medical certificate made by a Gazetted Government servant has to be accompanied by a medical certificate, in prescribed form either from a CGHS doctor or a Government Hospital. If such a Government servant, who is not a CGHS beneficiary (including one who has opted out of the CGHS or is a CGHS card holder but at the time of illness is not living in an area covered by CGHS, i.e. proceeds outside the Headquarters on duty, leave etc.) will have to produce the certificate from his Authorized Medical Attendant (AMA). However, for indoor treatment, such Government servants can produce Medical/Fitness certificate from AMAs of such private hospitals recognized under CGHS/Central Services (Medical Attendance) Rules, 1944.
