Question : FUNDS FOR VARIOUS SCHEMES



(a) the details of funds allocated for Sarva Shiksha Abhiyaan (SSA), Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) and Mid-Day Meal Scheme in the country during the last three years and the current year;

(b) whether the allocated funds are not being fully spent on education;

(c) if so, the reasons therefor and the steps taken/proposed to be taken by the Government to improve the situation; and

(d) the number of cases of misappropriation of funds that were proved and action taken against the officers found responsible for the same during the above period, State-wise?

(a): The details of funds allocated for Sarva Shiksha Abhiyaan (SSA), Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) and Mid-Day Meal Scheme in the country during the last three years and the current year are as under:

(c) Government of India has a monitoring mechanism through Joint-Review Missions and 38 monitoring institutions to assess the implementation of these schemes in the field, besides regular annual auditing of accounts.

(d) Proven cases of misappropriation have been reported from Himachal Pradesh for Rs.9.53 lakhs in 2010-11 against which an FIR has been lodged, fraudulent transaction of Rs. 32.07 lakh reported in Gujarat in 2010-11 for which an FIR has been lodged, misappropriation of an amount of Rs. 31.25 lakh reported in the State of Haryana, of which Rs. 8.79 lakhs have been recovered.
