Question : Vacant Houses

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:
(a) whether the low-cost houses constructed under different urban housing schemes are lying vacant across the country;
(b) if so, the details thereof and reasons therefor, State-wise;
(c) the criteria for allocation of such houses to beneficiaries;
(d) the number of houses required for providing housing units to all and the number of houses so sanctioned for construction; and
(e) the details of the timeline of completion and handing over of such houses, phase-wise and
(f) the details of the amount allocated and spent on the maintenance and construction of residential projects approved by the Government to provide housing in urban areas of the country including Jharkhand during the last three years and the current year?

(a) &(b) Under the urban housing schemes of the Ministry, 2,13,426 houses out of the 10,59,322 houses constructed under Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Rajiv Awas Yojana (RAY) and Pradhan Mantri Awas Yojana (Urban) - Housing for All {PMAY (U)-HFA} all over the country are yet to be occupied by the beneficiaries. State-wise details of these houses are at Annexure – I. The reasons advanced by the States/UTs for these houses lying vacant are mainly reluctance of slum dwellers / beneficiaries to shift in cases of relocation projects, lack of or incomplete basic infrastructure, access to livelihood sources etc.

(C): Urban poor including slum dwellers are covered as beneficiaries under these schemes. Identification of beneficiaries and allotment of houses under these schemes are the responsibility of the State/UT Governments concerned.

(d): As per report of the Technical Group (TG-12) constituted on estimation of Urban Housing shortage of the country, total housing shortage at the beginning of the 12th Five Year Plan was 18.78 million. Exact requirement of houses would, however, depend on demand/ needs assessment by the States/UTs.

Till date, 13, 86,761 houses have been sanctioned under JNNURM & RAY. Further, 8,54,386 houses for urban poor have been sanctioned for construction under PMAY(U)-HFA Mission since its inception on 25.06.2015. Additionally, 7,188 beneficiary households have been disbursed interest subsidy under Credit Linked Subsidy Scheme (CLSS) of PMAY (U).

(e): The Mission period of JNNURM which was initially from the year 2005 to 2012, has been extended upto 31.03.2017 for completing on-going work in the projects sanctioned till 31.03.2012. Construction of houses sanctioned under PMAY (U) including that of subsumed RAY projects is to be completed as per the timelines specified in the projects approved by the States/UTs and within the Mission period which is upto the year 2022.

(f): Details of amounts sanctioned and released to the States/UTs including Jharkhand for construction of houses under the schemes of JNNURM, RAY and PMAY (U) during the last three years and the current year are at Annexure –II.
