Question : Four-Laning of NH 54

(a) the status of the construction of road between Udharbond to Harangjao and between Harangjao to Mailbang under the Mahasadak;

(b) the status of four-laning of Balachera-Harangjao section of NH-54 (ext.) under the East West corridor project;

(c) whether there has been delays in its construction, if so, the reasons therefor and the steps taken to avoid such delays;


(d) whether instances of damage caused to some portions of the Mahasadak have been reported, if so, the details thereof with details of measures taken to avoid such recurrences; and

(e) the time by which the project is likely to be completed?

(a) & (b) the status of 4-laning of section of NH-54 between Udharbond to Harangajao and between Harangajao to Maibong by the National Highway Authority of India (NHAI) and between Balachera to Harangajao by the National Highway and Infrastructure Development Corporation of India Limited (NHIDCL) is given at Annexure – I.

(c) Yes Madam, the projects have been delayed due to delay in land acquisition and shifting of utilities by the concerned Department of the State Govt. of Assam, Law and order problems and due to land slide, hill movement, slip failure and sinking. Efforts have been made by NHAI for the completion of the projects through regular monitoring and at the State Level Co-ordination Meetings to resolve issues with the various State Govt. Departments.

(d) Yes Madam, Damages have occurred to the completed 4-lane NH in the section between Maibong and Harangajao due to occurrence of landslide, hill movement, slip failure and sinking. NHAI have engaged the Central Road Research Institute (CRRI) for advising remedial measures. Further, it has been decided to adopt split 4-lane construction for the affected section and M/s RITES Ltd has been engaged by NHAI for preparation of Detailed Project Report.

(e) The time by which the project is likely to be completed is given at Annexure – I.
