Question : Catastrophic Healthcare Expenditure

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether any study has been carried out by the Government or by any Government agencies/Institutions to assess the catastrophic expenditure incurred by the people to meet their healthcare needs in the country;

(b) if so, the details thereof including the percentage of people incurring such expenditure; and

(c) the number of people who have been pushed below poverty line and the number of people into debt separately as a result of catastrophic healthcare expenditure incurred by them?

STARRED QUESTION NO. 177* FOR 29TH DECEMBER, 2017

(a) The Government or its agencies/institutions at National level, has not carried out any study to assess the catastrophic expenditure incurred by the people to meet their healthcare needs in the country. However, the National Sample Survey Office (NSSO), Ministry of Statistics and Programme Implementation, carried out a survey on social consumption relating to health sector in its 71st round (January – June 2014) which inter-alia covered expenditure incurred on treatment received from health services in public and private sectors. Prior to this, in the 60th round (January – June 2004) of NSS, a survey on morbidity and health care, was also carried out.

(b) A Statement showing average medical expenditure per hospitalisation case and per ailment of non-hospitalised case as per Health in India - NSS 71st Round (January – June 2014) is annexed.

(c) The data on number of people who have been pushed below poverty line and the number of people into debt as a result of catastrophic healthcare expenditure incurred by them, is not available from official sources at National level.
