Question : IMPORT OF FERTILIZERS



(a) whether chemical fertilizers are imported by the Government institutions;

(b) if so, the mechanism in place to administer and supervise the import contracts;

(c) whether the Government has given import permission to certain private institutions also;

(d) if so, the reasons therefor alongwith the names of the said institutions; and

(e) The institution wise quantity of fertilizers imported by the said institutions during each of the last three years and current year?

(a) & (b) Urea is the only fertilizer under statutory price control and it is imported for direct agriculture use on Government account through State Trading Enterprises (STEs) i.e. MMTC, STC and IPL to bridge the gap between assessed demand and indigenous availability. Government is also importing approximately 2 million MTs urea through IFFCO & KRIBHCO from Oman India Fertiliser Company (OMIFCO) under Long Term Urea Off Take Agreement (UOTA) between GOI & OMIFCO. The details of urea imported on Government account during last three years and current year up to 31st October 2010 are as under: -

(c) to (e) Import of other fertilizers is under Open General Licence (OGL) and the importers are importing these fertilizers after taking into consideration the demand & availability scenario as per their commercial considerations. The Government is monitoring the imports of P&K fertilizers covered under the concession scheme for decontrolled P&K fertilizers. The agency wise imports of these fertilizers during the last three years and current year upto 31.10.2010 are as per Annexure – 1.
