STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 98 RAISED BY DR. DHAL SINGH BISEN, HON’BLE MEMBER OF PARLIAMENT TO BE ANSWERED ON 26th JULY 2021 REGARDING NCC TRAINING IN KVs AND JNVs.
(a) & (b) The provisions of NCC training have been implemented in 308 Kendriya Vidyalayas (KVs) and 319 Jawahar Navodaya Vidyalayas (JNVs). NCC training is implemented in the KVs and JNVs as per the provisions and policy issued by Directorate General NCC, Ministry of Defence. Implementation of NCC training in KVs and JNVs is a continuous process which depends upon the vacancies and necessary approvals of the Directorate General, NCC.
(c) The number of students in Classes X & XII in CBSE schools has increased. The overall position of the past 3 years is given below:-

(d) The States / UTs-wise number of students appearing in classes X and XII from the CBSE affiliated schools in the last three years is annexed.
(e) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are not opened Block-wise or District-wise. KVS are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education.
Proposals for opening of new KVs are considered only if sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations and resources committed by them for setting up a new KV. The proposals received from various sponsoring authorities found fulfilling the mandatory pre-requisite for opening of new KVs have to compete with other such proposals under the “Challenge Method” and also subject to approval of the competent authority.
Regarding provision of CBSE course facility to students in rural areas, students are already being provided the same. Out of 25606 CBSE affiliated schools, 13633 schools are in rural area.
