Question : DELAY IN IMPLEMENTATION OF POWER PROJECTS BY BHEL



(a) whether Gujarat State Electricity Corporation Limited (GSECL), the new power plants as well as R&M projects of existing power plants have been awarded to Bharat Heavy Electricals Limited (BHEL) and if so, the details thereof;

(b) whether BHEL has not been able to execute any project within the stipulated time and if so, the details thereof and the reasons therefor;

(c) whether the issue related to delay in implementation of power projects by BHEL has been raised by the State Government of Gujarat before the Union Government;

(d) whether some other States are also facing the same difficulties; and

(e) if so, the details thereof and the steps, the Union Government intends to take in this regard?

(a) & (b) : The details of power plants awarded to BHEL, State-wise including Gujarat along with commissioning schedule and reasons for delay are given at Annex-I. Similar details for R&M projects are given at Annex-II.

(c) & (d): Yes, Madam.

(e) : The steps taken by the Government for timely commissioning of ongoing projects awarded to M/s BHEL are given below:

1. Central Electricity Authority (CEA) continuously monitors the progress through frequent site visits and interaction with the developers and equipment suppliers. CEA holds review meetings periodically with the developers and other stakeholders and highlights the critical issues

2. A Power Project Monitoring Panel (PPMP) has been set up by the Ministry of Power for monitoring of Thermal and Hydro Generation projects targeted for commissioning during the 12th Plan and beyond along with the associated transmission system.

3. Regular reviews are undertaken by the Govt. of India at various levels including Ministry of Power, Ministry of Heavy Industries etc. to facilitate faster resolution of inter-ministerial and other outstanding issues.
