(a) : Yes, Sir. For speedy rural electrification, the Government of India in April
2005 introduced Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) for providing access
of electricity to all rural households by 2009 in the country. The scheme aims at
electrification of about one lakh villages and providing access of electricity to 7.8 crore
rural households including 2.34 crore BPL households. Ninety per cent capital subsidy is
provided towards overall cost of the projects under the scheme. Rural Electrification
Corporation (REC) is the nodal agency for the scheme.
(b) : State-wise details of RGGVY projects received, sanctioned, approved in
principle and under process are given at Annexure-I.
(c) : Funds under RGGVY are released in instalments commensurate with the
progress reported by the implementing states. State-wise amount disbursed during 2006-07
and 2007-08 are given at Annexure-II.
(d) & (e) : RGGVY projects are being implemented by State Power Utilities and four
Central Power Sector Undertakings(CPSUs) namely, Power Grid Corporation of India
Ltd.(PGCIL), National Thermal Power Corporation(NTPC), National Hydro-electric Power
Corporation Ltd.(NHPC) & Damodar Valley Corporation(DVC). Thirteen of twenty seven
implementing states have assigned implementation of RGGVY works in 139 districts to these
CPSUs. State-wise and CPSU-wise details of which are given at Annexure-III.
