Question : PG Ayurveda Practictioners

Will the Minister of AYUREDA, YOGA & NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state :-

(a) whether there has been a nation-wide strike recently by medical staff over the decision of the Government to allow post graduate practitioners to be trained in performing surgical procedure;
(b) if so, the details thereof and the rationale behind approving such decision;
(c) whether such a decision is likely to put patient’s life at risk while allowing surgeries without any surgical background;
(d) if so, the details thereof, and
(e) the steps taken or being taken by the Government to consider the issues raised by IMA on this decision?

(a): There was a call of strike by IMA on 8th December, 2020.

(b): This notification is a clarification of the relevant provisions in the previously existing regulations of 2016. Since beginning, Shalya (General Surgery) and Shalakya (Diseases of Eye, Ear, Nose, Throat, Head, Oro-Dentistry) are independent Departments in Ayurveda colleges, performing such surgical procedures. While the notification of 2016 stipulated that the students shall undergo training of investigative procedures, techniques and surgical performance of procedures and management in the respective speciality, the details of these techniques, procedures and surgical performance were laid down in the syllabus of respective PG courses issued by CCIM, and not the regulation per se. The present clarification was issued in over-all public interest by CCIM by bringing the said details into the regulation.

(c) & (d): No, PG scholars of Shalya (General Surgery) and Shalakya (Diseases of Eye, Ear, Nose, Throat, Head, Oro-Dentistry) Departments are trained to perform such surgical procedures in entire PG duration as it is part of their curriculum. Further at the time of performing surgical procedures, so notified vide Indian Medicine Central Council (Post Graduate Ayurveda Education) Regulations, 2016, dated 19th November, 2020, PG scholars of these streams are strictly follow the standard protocol & procedure (pre-operative, operative & Postoperative) to ensure the health, safety and post-surgical care of patients concerned.

(e): To clarify the doubts, a detail FAQ’s was issued by the Ministry through PIB on dated 22nd November, 2020, which is enclosed at Annexure-I
