Question : CONSTRUCTION OF HOUSES UNDER IAY

(a) whether the Government has undertaken any assessment review with a view to identify shortcomings/weaknesses of the Indira Awaas Yojana (IAY) including the quality of houses constructed under the scheme, if so, the details and the outcome thereof;

(b) whether there has also been complaints about weak foundations, poor roofing materials and incomplete construction;

(c) if so, the details thereof and the action taken by the Government thereon; and

(d) the corrective measures taken by the Government to meet clear need for developing and popularising innovative location specific technologies, materials, designs and methods through a network of institutions?

(a) Yes, Madam. A number of studies/evaluations conducted under IAY reveal the followings:
(i) Majority of beneficiaries have expressed satisfaction with constructed houses and the occupancy rate of constructed houses is high.

(ii) Majority of the IAY beneficiaries(about 86%) have felt that the IAY houses are of good or average quality.
(iii) Use of local materials in house construction was given high priority as bricks.
(iv) SC & ST categories of rural BPL households have been adequately covered.
(v) There have been other benefits of the scheme viz;, construction activity- providing scope for employment of skilled labour like masons, carpenters, etc.

(b) No such instances have been brought to the notice of Ministry of Rural Development.

(c) Does not arise

(d) The provisions have already been made in the programme guidelines to help the beneficiary of IAY to build a house which is durable, environmental friendly, using location specific technologies and disaster resilient.
