Question : CCTV Cameras on Trains

(a) whether the Government proposes to install CCTV cameras in passenger coaches and other places so as to improve safety and security of the passengers and if so, the details thereof;

(b) whether the Government has identified places/spots prone to dacoity, loot, robbery, etc. on train routes and if so, the details thereof;

(c) whether the Government also proposes to augment security at such places and if so, the details thereof; and

(d) whether the Government proposes to issue guidelines for intense patrolling in areas vulnerable to looting and if so, the details thereof and if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 10 BY SHRI NITYANAND RAI TO BE ANSWERED IN LOK SABHA ON 16.11.2016 REGARDING CCTV CAMERAS IN TRAINS

(a): Yes, Madam. The Government has installed CCTV cameras on a limited number of coaches of passenger and suburban trains on a pilot basis. Work has already been completed in about 25 passenger coaches and 32 suburban coaches. Further, proliferation of the system shall be decided based on the results/feedback obtained from these coaches.

CCTV cameras have also been provided in about 344 stations over Indian Railways to improve the safety and security of passengers.

(b) to (d): Policing on Railways being a state subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). However, Railway Protection Force (RPF) supplements the efforts of GRP by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations. Regular analysis of passengers related crime is done to identify affected trains, stations & sections and accordingly security arrangements are made for safety and security of passengers in close co-ordination with GRP.
Besides, the following steps are also being taken by the Railways to provide security:
1. On vulnerable and identified routes/ sections, 2500 trains (on an average) are escorted by RPF daily, in addition to 2200 trains escorted by GRP of different States daily.
2. Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress.
3. Surveillance is kept through CCTV cameras, provided at about 344 stations over Indian Railways, to ensure safety and security of passengers.
4. Joint drives by RPF and Commercial Department are conducted from time to time against the unauthorized entry of passengers and vendors in trains and railway premises.
5. The ladies special trains running in Metropolitan cities are being escorted by lady RPF constables.
6. Regular coordination is made by RPF with the State Police/GRP authorities at all levels for prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains.
