Question : Rajiv Gandhi National Fellowship

(a) the number of students admitted to classes IX and X under the Scheme of Pre-Matric Scholarship for Needy Scheduled Tribes so far, State-wise;
(b) the details of the funds released by the Government in Karnataka under the Pre-Matric scheme during the last two years; and
(c) the details of the institutions that have been covered under the umbrella of the Rajiv Gandhi National Fellowship Award in Karnataka?

Answer given by the minister

(a): The Centrally Sponsored Scheme of Pre MatricScholarship forScheduled Tribes (ST) students (for Class IX & X)is implemented through States Governments/UT Administrations. The details of students admitted to classes IX and X under the Scheme are maintained by the concerned State Governments. The State-wisedetailsofbeneficiaries under the Scheme on the basis of information given by the State Governments for the last two years are given at Annexure.I.
(b): The details of the funds released by the Government in Karnataka under the scheme of Pre-Matric Scholarship for ST students during the last two years are as under:-

(c): During the year 2015-16, the two Central Sector scholarship schemes for Scheduled Tribe (ST) students viz.,(i)Rajiv Gandhi National Fellowship for ST students and (ii)Top Class Education Scheme for ST students being implemented by the Ministry of Tribal Affairs were merged into a single Central Sector Scheme called ‘National Fellowship and Scholarship for Higher Education of ST students’. As per para 3.1 of the scheme guidelines, as amended on 12.11.2018, the coverage of institutions in the country, including Karnataka, under the ‘National Fellowship” component of the scheme is as follows:-
(i) Universities/institutions/Colleges included under section 2(f) or 12(B) or 2(f) and 12(B) of UGC Act.
(ii) Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
(iii) Universities/ Institutions/ Colleges funded by Central/ State Government.
(iv) Institutes of National Importance.

The Universities/Institutions in which students have been studying and are in receipt of Fellowship amount so far under the Scheme of National Fellowship & Scholarship for Higher Education of ST students are as follows:-
