Question : Beneficiaries under IAY

(a) whether the Government has launched Pradhan Mantri Awas Yojana from 1st April, 2016 and if so, the details thereof;
(b) whether the Government has fixed certain criteria for the selection of beneficiaries and monitoring mechanism under the scheme;

(c) the amount of financial assistance given for the construction of houses under the said scheme and the erstwhile Indira Awas Yojana (IAY) during each of the last five years and the current year, State/UTwise;

(d) whether all the selected beneficiaries have constructed their houses under the erstwhile Indira Awas Yojana (IAY) in all States of the country including Maharashtra during the period;

(e) if so, the details thereof, and if not, the reasons therefor, State/UT-wise; and

(f) the steps taken or proposed to be taken by the Government to implement the scheme effectively?

(a) & (b) : Yes, Madam. Indira Awaas Yojana has been re-structured into Pradhan Mantri Awaas Yojana- Gramin (PMAY -G). Under PMAY-G, it is proposed to construct one crore houses in rural areas in the country over a period of three years from 2016-17 to 2018-19. The eligible beneficiaries under PMAY (G) will include all the houseless and households living in zero, one or two room kutcha houses as per Socio Economic and Caste Census (SECC) 2011 data. The unit assistance has been enhanced from Rs. 70,000 to Rs.1.20 lakh in plain areas and from Rs. 75,000 to Rs.1.30 lakh in NE States/hilly States/difficult areas/ LWE districts.

Implementation of Pradhan Mantri Awaas Yojana (Gramin) [PMAY-G] is reviewed in Performance Review Committee (PRC) meetings on quarterly basis, State Coordinating Officers meeting on monthly basis, Area Officer’s visits and National Level Monitors visits. In addition, progress of the scheme is monitored using MIS Awaassoft and AwaasApp.

(c ): A statement indicating funds allocated and released State/UT-wise under IAY for last five year and the current year is given at Annexure-I.

(d) & (e): Completion of dwelling unit normally takes two years from the date of sanction of first installment. However, in certain cases houses get completed in three years also.

(f): For effective implementation of the scheme following are envisaged:

i. Setting up of National Technical Support Agency at national level to provide technical support.

ii. Mason Training and Certification for improved quality of house constructed.

iii. Develop House Design typologies and estimates.

iv. Support to old and disabled beneficiaries

v. Direct payment to the beneficiaries from State Nodal Account.

vi. Verification of beneficiary list by Gram Sabha and provision of Appellate Committee.
