Question : Inclusion of ST List

(a) whether the Government is aware of the problems faced by the Boom BoomMaatukarar, Adhiyan, Narikkuravar, Sattaiyadi communities in accessing basic necessities and the Government documents including community certificates;
(b) if so, the steps taken by the Government to address these issues; and
(c) the details of inclusion of the Boom BoomMaatukarar, Adhiyan, Narikkuravar, Sattaiyadi communities into ST list?

Answer given by the minister

(a) & (b): Ministry of Tribal Affairs is the nodal ministry for specification of a community as Scheduled Tribes under Article 342 of Constitution of India. The Central list of Scheduled Tribes (STs) are State/UT Specific. Only those communities who have been declared as such by the President through an initial public notification or through a subsequent amending Act of Parliament will be considered to be Scheduled Tribes and are eligible to avail benefits meant for STs. The communities under reference are not notified as STs.

(c): The Government of India on 15.6.1999, and further amended on 25.6.2002, has approved the modalities for deciding the claims for inclusion in, exclusion from and other modifications in the Orders specifying lists of Scheduled Tribes. According to these modalities, only those proposals which have been recommended and justified by the State Government/UT Administration concerned, can be processed further. Thereafter, it has to be concurred with by the Registrar General of India (RGI) and the National Commission for Scheduled Tribes (NCST) for consideration for amendment of legislation. All actions are taken as per these approved modalities. Recommendation of the concerned State Government is pre-requisite for further processing the case.
