Question : AYUSH Facilities

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether adequate AYUSH treatment facilities are available, especially in rural areas of the country, if so, the details thereof including the funds made available for the same and if not, the reasons therefor and the measures being taken to augment these facilities in such areas along with the time limit fixed for opening a large number of Ayurvedic hospitals in such areas;

(b) whether there is any special scheme for setting up of more AYUSH hospitals/ centres, especially Ayurveda and Homoeopath treatment facilities in rural areas, if so, the details thereof indicating the proposals received for setting up of AYUSH hospitals/centres in the country, State-wise along with the action taken/being taken thereon and the progress made in this regard so far;

(c) the names of the ongoing AYUSH schemes, State/UT-wise;

(d) the number of existing AYUSH units for treatment and teaching, Statewise; and

(e) whether the Government proposes to set up All India Institute of Ayurveda modelled on the lines of AIIMS across the country, if so, the details thereof including the funds earmarked for the purpose?

(a) to (b) Public Health being a State subject, the primary responsibility to provide AYUSH treatment facilities lies with the respective State/UT Governments. However, under Centrally Sponsored Scheme of National AYUSH Mission (NAM), there is a provision of financial assistance for setting up of upto 50 bedded integrated AYUSH hospitals, upgradation of standalone Government AYUSH hospitals & dispensaries, co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs) for AYUSH treatment facilities including Ayurveda and Homoeopathy. Grant-in-aid of Rs. 386.84 Crore has been released during 2018-19 for different activities of NAM as per proposal received from State/UT Governments. The no. of units approved during 2018-19 as per the proposal reflected by the States/UTs in State Annual Action Plan (SAAP), State/UT-wise is furnished at Annexure-I.
(c) The Central Government has introduced the following Centrally Sponsored and Central Sector Schemes in the country:
1. Centrally Sponsored Scheme of National AYUSH Mission (NAM).
2. Central Sector Scheme for promotion of information, education, and communication (IEC) in AYUSH.
3. Central Sector Scheme of Centres of Excellence (COE).
4. Central Sector Scheme for Development of AYUSH Clusters.
5. Central Sector Scheme for Promotion of AYUSH interventions in Public Health Initiatives (PHI).
6. Central Sector Scheme of Continuing Medical Education (CME).
7. Central Sector Scheme of Extra Mural Research (EMR).
(d) The status of AYUSH hospitals, Dispensaries and AYUSH Educational institution, State-wise is furnished at Annexure-II.
(e) All India Institute of Ayurveda, New Delhi has been established on the pattern of AIIMS. The institute has been inaugurated on 17.10.2017. Presently, there is no proposal under consideration of the Ministry of AYUSH for setting up of All India Institute of Ayurveda modelled on the lines of AIIMS across the country.
