Question : Cancer Treatment


Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has conducted any study/survey to ascertain the prevalence of Cancer in various States/ UTs, if so, the details and the outcome thereof, State/UT-wise;

(b) whether the Cancer prevalence and mortality rates have been gradually increasing in the country, if so, the details thereof and the reasons therefor, State/UT-wise;

(c) whether the Government proposes to set up a number of Cancer care centres/ institutes/hospitals and maintain/upgrade the existing ones and if so, the details thereof indicating the funds allocated and spent for the purpose during each of the last three years and the current year, institute and State/UT-wise;

(d) the number of proposals received from the States/UTs for setting up/ upgradation/modernization of Cancer care centres/institutes/hospitals along with the action taken/proposed to be taken by the Government thereon during the said period, proposal and State/UT-wise; and

(e) whether certain ongoing projects for setting up of Cancer institutes are unduly delayed, if so, the details thereof and the reasons therefor along with the corrective measures being taken by the Government in this regard, State/UT-wise?

(a) & (b): National Cancer Registry Programme (NCRP) is being implemented by Indian Council of Medical Research (ICMR) based on 29 Population Based and 29 Hospital Based Registries. The estimated prevalence and mortality in the past three years, State/UT wise is given in Annexure I and Annexure II.



Crude mortality Rate per lakh population as per Mumbai Population Based Cancer Registry for males and females during 2001 to 2011 is as below:

The increase in the number of cancer cases in the country may be attributed to larger number of ageing population, unhealthy life styles, use of tobacco and tobacco products, unhealthy diet, better diagnostic facilities etc.

(c) to (e): The Government of India is currently implementing a scheme for enhancing the tertiary care facilities for Cancer in the country. Under the said scheme, Government of India assists to set up/establish State Cancer Institutes (SCI) and Tertiary Care Cancer Centre (TCCC) in different parts of the country. The maximum assistance inclusive of State share for SCI is upto Rs. 120 crores and for TCCC is upto Rs. 45 crores.

Under the scheme, 47 proposals have been received out of which 16 proposals are for SCI and 31 for TCCCs. After evaluation and examination 6 SCIs and 5 TCCCs have been approved and first installment of Central Government share has been released.

A statement showing the release of funds under the said scheme during the last two years and the current year is at Annexure III.

Reports regarding a delay in the implementation of the above projects has not been received.
