(a) & (b): Ministry of New & Renewable Energy (MNRE) has issued ‘Public Procurement (Preference to Make in India) Order’ dated 09.02.2021, vide which MNRE has specified a list of goods and services required for various Renewable Energy (RE) sectors like small hydro power, wind power, off-grid/ decentralised solar power, grid-connected solar power projects, biomass gasifier, biomass cogeneration, municipal solid waste projects, waste to energy and (biogas/ bio-CNG), in which there is sufficient local capacity and competition. In public procurement of all such goods and services, only those local suppliers or service providers shall be eligible to bid, whose goods, services or works offered for procurement, have local content equal to or more than 50%.
Further, to support domestic electronics manufacturers, including in solar photovoltaic (PV) sector, Ministry of Electronics and Information Technology is implementing Modified Special Incentive Package Scheme (M-SIPS), which provides subsidy on capital expenditure. The Scheme was open to receive applications till 31st December, 2018. The details of subsidy disbursed under M-SIPS to manufacturers in solar PV sector are at Annexure-I.
(c)&(d) Ministry of New and Renewable Energy has co-ordinated with Ministry of Finance for implementation of the following measures for incentivizing domestic manufacturing in the renewable energy sector:
(i) Imposition of Safeguard Duty on import of solar PV cells and modules.
(ii) Announcement of imposition of Basic Customs Duty on import of solar PV cells and modules with effect from 01.04.2022.
(iii) ‘In-principle’ approval from Cabinet on 11.11.2020 for introduction of the Production Linked Incentive (PLI) Scheme for high efficiency solar PV modules with an outlay of Rs. 4,500 crores, to enhance India’s manufacturing capabilities and exports.
