Question : INVESTIGATION UNITS ON CRIME AGAINST WOMEN



(a) whether the Government has any proposal to set up crime information centre/ agency and separate/dedicated investigative/ special units on crime against women in the country and if so, the details and objectives thereof along with their present status, State-wise;

(b) the mechanism for sharing of expenditure between the Centre and the States for the said purpose along with the total funds likely to be granted in this regard separately, State-wise;

(c) the manner in which the crime Information centre/agency is likely to facilitate flow of information among the various law enforcement agencies in the country; and

(d) whether any suggestions/objections have been received from the State Governments regarding setting up of a special unit for investigation of crimes and if so, the details thereof and the reaction of the Union Government thereto?

(a) to (c) In order to augment the capacity of States in the domain of investigation of heinous crimes against women viz. rape, acid attack, dowry death and human trafficking etc., the Ministry of Home Affairs has proposed to set up 150 Investigative Units for Crime against Women (IUCAW) in most crime prone districts of each State on a 50 : 50 cost sharing basis with the States. The objective of these units will be to assist the local police in investigation of heinous crimes against women. The total cost estimation is about Rs. 98 crore for the 12th Five Year Plan period. The State/UT-wise status o n setting up of IUCAW is not available.

(d) Some suggestions regarding enhancement of monetary assistance, capacity building etc. has been received from the States/UTs. However, the Ministry of Home Affairs is of opinion that ‘Police’ being a state subject, the States should take the primary responsibility in this regard.
