Question : ISSUANCE OF IDENTITY CARD



(a) whether the Government proposes to issue Identity Cards to each citizen of the country to impose effective checks on foreign intruders in the country;

(b) if so, the details thereof;

(c) whether the Government also proposes to make AADHAAR mandatory for the identification of citi- zens in the country; and

(d) if so, the details thereof?

(a) to (b): The Citizenship Act, 1955 provides the Central Government to compulsorily register every citizen of India and issue National Identity Card to him. It has been decided that National Popu- lation Register (NPR) should be completed and taken to its logical conclusion, which is the creation of National Register of Indian Citizen (NRIC) and Nati- onal Identity Card would be issued to Citizens by verification of citizenship status of every usual resident in the NPR. The proposal for the same are under consideration of the Government.

(c) to (d): As per the information furnished by UIDAI, the Aadhaar is issued to the residents of the country. It is not a proof of citizenship. Enrolment for Aadhaar is voluntary. It is for the implementing authorities to decide on the applicability of Aadhaar for deli- vering various services to the people.
