Question : MAINTENANCE WORK OF MEJIA THERMAL POWER STATION BY U.T.P.L.



(a) whether U.T.P.L. company has got maintenance work contract in Mejia Thermal Power Station under the District of Bankura in West Bengal without any tender for ten years;

(b) if so, the extra ten percent of the estimated cost is likely to be given to U.T.P.L. company;

(c) the reasons for non-tendering;

(d) whether ten percent money is being given to U.T.P.L. to look after maintenance job; and

(e) if so, the reasons therefor?

(a) to (e) : M/s. Utility Powertech Ltd. (UPL) is a Joint Venture Company of National Thermal Power Corporation (NTPC) & Bombay Suburban Electric Supply Company (BSES). At present M/s. Utility Powertech Limited has not been awarded maintenance contract in Mejia Thermal Power Station under the district of Bankura in West Bengal for a period of ten years. However, in pursuance of resolution of DVC Board to award contract work to M/s. UPL on the same techno-commercial terms as being awarded by NTPC, an umbrella agreement between DVC and M/s. Utility Powertech Limited was signed on 3.1.2002 for the maintenance job of different power stations. The agreement covers broad guidelines on assignment of the maintenance jobs of thermal power stations. M/s. UPL may assign the job through tendering process to a contractor which will be accepted by DVC and for the said job, M/s. UPL will get profit @ 10% on contractor`s price of assigned job and the cost of managerial personnel. There is also provision for additional site overhead charges. This umbrella agreement has been signed between DVC and M/s. UPL in line with NTPC`s similar umbrella agreement with M/s. UPL. The Plant Chiefs/Project Heads may consider awarding such contract work to M/s. UPL within the framework of the umbrella agreement.
