Question : Panchayati Schemes in Assam

(a) the funds allocated by the Ministry to the State Government of Assam during the last three years including the purposes of the said funds;
(b) whether the Government has taken proper steps to eliminate the irregularities in Government schemes at Panchayat level and if so, the details thereof;
(c) the details of funds allocated by the Union Government for BTC sector including the areas where the said funds have been utilized; and
(d) the details of the schemes by which BTC sector is being benefited?

(a) to (d) The Ministry of Panchayati Raj (MoPR) had implemented Capacity Building-Panchayat Sashaktikaran Abhiyan (CB-PSA) during 2016-17 to 2017-18 for strengthening of Panchayats and to address the critical gaps that constrain the functioning of Panchayats. Further w.e.f. from 2018-19, Ministry has been implementing Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) for strengthening of governance capabilities of Panchayati Raj Institutions in part IX area of the country as well institutions of rural local government in non- part IX areas where Panchayats do not exist including those in State of Assam to deliver on Sustainable Development Goals. The funds released during the last three years under CB-PSA/RGSA to the State of Assam are as under:

Under the scheme of RGSA, funds are released to States/UTs as a whole for implementation of activities approved in the respective Annual Action Plans (AAPs). For monitoring the utilization of funds released to States/UTs under the Scheme, an online monitoring and reporting system (MIS) has been developed and operationlised. Moreover, transaction based Public Financial Management System (PFMS) has been introduced for release and tracking of funds under RGSA. Further, the MoPR is implementing e-Panchayat Mission Mode Project (MMP) wherein a suite of core software applications has been developed to address various aspects of Panchayats’ functioning including planning, budgeting, implementation, accounting, monitoring, social audit and delivery of citizen centric services like issue of certificates, licences, tax collection etc.
