Question : Conservation of Bovines

(a) whether the Government is planning to develop a national integrated scheme to complement and supplement the efforts made by the States for development and conservation of bovines including indigenous breeds and if so, the salient features of various schemes implemented in this regard;

(b) whether it is true that the animal husbandry sector is rapidly emerging as the largest incremental contributor to farm income across the country and if so, the details thereof;

(c) the details of the funds allocated by the Government to various States including Tamil Nadu under various dairy development schemes including National Programme for Bovine Breeding & Dairy Development (NPBBDD), Rashtriya Gokul Mission as a part of NPBBDD, Dairy Entrepreneurship Development Scheme, National Livestock Mission and Livestock Health & Disease Control Scheme during the last three years and the current year, State-wise; and

(d) whether the Government has received proposals from the State Governments including Tamil Nadu for the increased allocation of funds under the National Livestock Mission, if so, the details thereof and the action taken thereon?

(a) In order to complement and supplement the efforts made by the States for development and conservation of bovines including indigenous breeds, Government of India is implementing following schemes throughout the country

(i) Rashtriya Gokul Mission is a new initiative initiated as a part of National Programme for Bovine Breeding and Dairy Development exclusively for the development and conservation of indigenous bovine breeds including indigenous breeds of cattle.
(ii) Establishment of two National Kamdhenu Breeding Centres for development and conservation of indigenous breeds in a scientific manner and as a repository of indigenous breeds.

(iii) National Dairy Plan-I a world Bank assisted project being implemented in 18 major dairy States covering development and conservation of 12 indigenous breeds of cattle and buffaloes namely (i) Gir, (ii) Kankrej (iii) Tharparkar (iv) Sahiwal (v) Rathi and (vi) Hariana cattle breeds and (i) Murrah (ii) Mehsana (iii) Pandharpuri (iv) Jaffarabadi (v) Banni and (vi) Nili Ravi buffalo breeds.

(iv) Government has also established three subordinate organizations namely (i) Central Cattle Breeding Farms (CCBFs) (ii) Central Herd Registration Scheme and (iii) Central Frozen Semen Production & Training Institute. These organizations are also undertaking development and conservation of indigenous breeds namely (i) Tharparkar (ii) Red Sindhi (iii) Gir (iv) Kankrej (v) Ongole (vi) Hariana and (vii) Rathi breed of Cattle and (i) Surti (ii) Murrah (iii) Mehsana and (iv) Jaffarabadi breeds of buffaloes.

(b) According to a recent National Sample Survey Organisation (NSSO) report key indicators of situation of Agricultural households; in India in agricultural year 2012-13 more than 71% farm households in the country were engaged in livestock rearing and they obtain 12% of their total income from livestock activities.
(c) The details of the funds allocated by the Government to various States including Tamil Nadu under various dairy development schemes including National Programme for Bovine Breeding & Dairy Development (NPBBDD), Rashtriya Gokul Mission as a part of NPBBDD, Dairy Entrepreneurship Development Scheme, National Livestock Mission and Livestock Health & Disease Control Scheme during the last three years and the current year, State-wise is given at Annexure-I.
(d) The Department has received proposals from various States including Tamil Nadu for release of funds under National Livestock Mission the tentative fund allocation to the State is Rs 704 lakhs as central share for the financial year 2016-17 and an amount of Rs 704 lakhs has been released during the year.
