Question : Smart Cities Mission

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether the Government has announced first batch of cities to be developed as smart cities and if so, the names of such cities along with the criteria followed for selection of these cities;

(b) the ratio of funds to be shared by the Union, State Governments and urban agencies for development of these cities along with the details of funds provided/likely to be provided, city and State-wise;

(c) the details of works likely to be undertaken in selected cities and the details of benefits that will accrue to general public along with the role of municipalities or municipal corporations in development of smart cities;

(d) whether foreign countries have shown interest in this regard and if so, the names of such foreign countries along with the names of cities to which foreign assistance will be provided or is likely to be provided; and

(e) the steps taken/being taken to develop the smart cities in a time bound manner and the time by which the other remaining cities are likely to be announced?

(a): Yes madam. A list of 20 winning cities selected to be taken up for development as Smart Cities is at Annexure-I. The criteria for selection in Stage 2 of the Challenge were – City Level Criteria (Vision and goals, Strategic plan, Citizen engagement and Baseline, Key Performance Indicators, self-assessment and potential for improvement), Area-Based Development (Smartness of proposal, Citizen engagement, Results orientation, Process followed and Implementation framework, including feasibility and financial plan) and Pan- City Solution (Smartness of solution, Citizen engagement, Results orientation, Process followed and Implementation framework, including feasibility and cost-effectiveness).

(b): The Smart City Mission will be operated as a Centrally Sponsored Scheme (CSS) and the Central Government proposes to give financial support to the Mission to the extent of Rs. 48,000 crore over five years i.e. on an average Rs. 100 crore per city per year. An equal amount, on a matching basis, will have to be contributed by the State/ULB. In the first year of implementation, Government of India has proposed to give Rs. 194 crore to each winning city followed by Rs. 98 crore every year for the next three year.

(c): The details of works likely to be undertaken and the City- specific benefits to general public in the selected 20 cities are given in the Smart City Proposals (SCPs) submitted by 20 Cities. These SCPs have already been uploaded on the Ministry’s website (www.smartcities.gov.in). According to Mission Guidelines, the implementation of the Mission at the city level will be done by a Special Purpose Vehicle (SPV) in which the municipal body and the State/UT will have a 50:50 equity shareholding.

(d): Three Memorandum of Understanding (MOUs) have been signed between United States Trade and Development Agency (USTDA); and the State of Andhra Pradesh, Rajasthan and Uttar Pradesh to support the development of Vishakhapatnam, Ajmer and Allahabad respectively as Smart Cities. Under the Grant Agreement, USTDA will provide USD 164,765 for Smart City Master Planning and Sector– specific Smart City Infrastructure Project Plans for Vishakhapatnam. In addition to this, three MoUs between Agence Francaise De Developpement (AFD) and the State/UT of Puducherry, Maharashtra and Chandigarh have been signed to facilitate the development of Smart Cities in Puducherry, Nagpur and Chandigarh. Moreover, the following countries have also shown interest to participate in the development of Smart Cities:

i) Spain;
ii) Canada;
iii) Germany;
iv) China;
v) Singapore;
vi) United Kingdom; and
vii) South Korea

(e): The Smart City Proposals (SCPs) of 20 winning cities contain the implementation plans in which various activities to be taken up in a time bound manner are given. The implementation plan of 20 Smart Cities are in the SCPs and are available on the Ministry’s website (www.smartcities.gov.in). In the Mission, upto 40 cities will be funded in each of the next two years.
