Question : Housing Requirement in Urban Areas

(a) the steps taken by the Government for addressing the housing requirement of the people belonging to Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group (MIG) categories in urban areas;

(b) the number of house approved, under construction and the number of houses completed under the Pradhan Mantri Awas Yojana (PMAY) during each of the last three years;

(c) the reasons for shortfall in achievement of targets if any;

(d) the details of houses occupied by beneficiaries, State-wise;

(e) the demand validated and reported by States/UTs under the scheme as on December 31, 2020;

(f) the target set for constructing houses under the scheme in urban areas during 2020 to 2024; and

(g) the measures taken by the Government to implement the scheme in a time bound manner and expedite completion of the approved houses?

(a) to (g) A Statement is laid on the Table of the House.


Statement referred to in reply to Lok Sabha Starred Question No. 278 to be answered on March 12, 2020 regarding Housing Requirement in Urban Areas.

(a) The Government has taken steps under the Pradhan Mantri Awas Yojana (Urban) [PMAY(U)], by providing central assistance to States/ Union Territories (UTs),for addressing the housing requirement of the slum dwellers and other people belonging to Economically Weaker Sections (EWS)through three components of the scheme viz. “In-situ” Slum Redevelopment (ISSR), Affordable Housing in Partnership with public or private sector (AHP) and Beneficiary-led individual house construction/enhancements (BLC). The fourth component of the scheme, that is Credit Linked Subsidy Scheme (CLSS),covers EWS/Low Income Group (LIG) and Middle Income Group(MIG) categories in the urban areas.

(b)The details about number of housessanctioned, under construction so far and the number of houses completed under the Pradhan Mantri Awas Yojana (PMAY) during each of the last three yearsare at Annexure-I.

(c) Against the assessed/validated demand of 112 lakh houses under PMAY(U), 103.61 houses have already been sanctioned and the States/UTs have been requested to get the project proposals for all their remaining demand of houses sanctioned at the earliest so that construction of all houses may progressively be completed within the Mission period by 2022.

(d) State/UT wise details of houses occupied by beneficiaries are at Annexure-II.

(e)& (f)Thedemandvalidated by States/UTs is 112 lakh houses so far. The target of the Mission is to complete these houses by March, 2022.

(g) The following measures have been taken by MoHUA to implement the scheme in a time bound manner and expedite completion of the approved houses -

i. States/UTs have been requested to get the project proposals for all their remaining demand of houses sanctioned at the earliest so that construction of all houses may progressively be completed by 2022.

ii. State/UTs have also been requested to expedite the grounding/completion of already sanctioned projects/houses.

iii.Central Sanctioning and Monitoring Committee (CSMC) constituted
under the chairmanship of Secretary, MoHUA generally meets every month to sanction central assistance for new projects and reviews the progress of the Mission.

iv. To ensure availability of funds, in addition to budgetary resources, National Urban Housing Fund (NUHF) for Rs 60,000 crore has been created for raising Extra Budgetary Resources (EBR) in phases for rapid implementation of PMAY(U).

v. Ministry monitors progress of the Mission through periodic review meetings, video-conferences and field visits.

vi. Payment through Direct Benefit Transfer (DBT) Mode and Aadhaar seeding of beneficiaries for transparency and accountability.

vii. Use of Information/Space Technology through PMAY(U)-MIS (Management Information System), Bhuvan Portal, PFMS (Public Financial Management System) and Geo-tagging/Geo-fencing of sanctioned houses for effective monitoring.

viii. Alternative and innovative technologies have been identified from across the globe through a challenge process under Global Housing Technology Challenge-India (GHTC-India) for ensuring rapid delivery of houses.

ix. State Level Sanctioning and Monitoring Committee(SLSMC)under chairmanship of Chief Secretary of the concerned State/UT reviews the progress of implementation of the Mission at the State level.
