Question : Identification of Black Spots on Roads

(a) whether the Government has identified accident prone spots on roads which are life threatening for the travellers;

(b) if so, the details thereof, State-wise;

(c) the action taken so far with budgetary allocation to rectify the said issues;

(d) whether there is any proposal to abolish passenger tax which are charged by the State Governments; and

(e) if so, the details thereof and the reasons therefor and support proposed for State Governments by the centre in lien thereof?

(a) & (b) Ministry has taken adequate steps towards improvement of road safety through various measures including engineering measures on National Highways. Based on fatalities in 2011, 2012, 2013 & 2014 calendar years, 789 black spots have been identified and notified with unique ID numbers assigned to each of the spots. Guidelines have been notified for investigation and rectification of the road accident black spots on National Highways. Out of 362 black spots have been rectified. State-wise detailed report is annexed.

(c) Regarding budgetary allocation to rectify of accident black spots, funds are met out of the allocation made for the development of National Highways.

(d) & (e) No such proposal is under consideration in this Ministry.
