Question : HOUSING AND POVERTY ALLEVIATION SCHEMES



(a) whether the Government has reviewed each of the pending/current projects under the Housing and Poverty Alleviation schemes in the country including Delhi;

(b) if so, the details thereof;

(c) whether any effective steps have been taken for effective implementation of the ongoing projects and further inclusion of new projects under these schemes;

(d) if so, the details of each of the approved/currently ongoing/pending projects, State-wise; and

(e) the details of the amount allocated and spent for the implementation of each of the said project?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING & URBAN POVERTY ALLEVIATION (SHRI BABUL SUPRIYO)

(a) &(b): Ministry of Housing & Urban Poverty Alleviation is regularly reviewing progress of JNNURM (BSUP and IHSDP), RAY andscheme of 10% lump sum provision for the benefit of North Eastern Region including Sikkim through physical and financial reports, periodic review meetings at national/state/regional/city level and field visits. The major impediments in implementation of projects these schemes are: availability of suitable land, reluctance of slum dwellers to shift, difficulty in implementation of insitu rehabilitation and cost escalation.

(c): Timely completion of projects is the responsibility of States and ULBs. States have been asked to meet cost escalation of projects from their own resources and also to take up the housing and infrastructure work simultaneously to beat cost and time over runs, to draw a Plan of Action and set clear milestones for the completion of projects: ensure occupancy of houses completed. Non starter projects/ DUs have been de-sanctioned.
