Question : Handicraft Development by NGOs

(a) whether the Ministry has conducted review of the development works of such Non-Governmental Organizations (NGOs) which were allocated money under handicraft schemes during the last three years;

(b) if so, the details thereof; and

(c) the outcome of the said review and the reaction of the Government thereto?

(a) to (c): Government of India Implements its various schemes/Developmental works through Central/State Government Agencies/Corporations/ Institutions and Non Government Organizations (NGOs) adopting following norms:

1. Non Government Organizations (NGOs) must be empanelled with NITI Aayog and Office of the Development Commissioner (Handicrafts).
2. Before sanctioning the proposals, it is ascertained that the proposals are as per guidelines and in accordance with terms and conditions of this office on the basis of recommendations of field formation.
3. The concerned field office conducts inspection of the event and submits Inspection report along with other supporting document to the HQrs. Office for reimbursement.
4. The proposals are processed for reimbursement based on Inspection Report, Performance cum Achievement report and Utility Certificate.
5. To ensure proper utilization of funds it is ascertained that payments have been made through Public Financial Management System/Expenditure, Advance and Transfer module and that payments are made directly to the account of beneficiaries.

The schemes are being reviewed after every five years for the subsequent years, based on the assessment of the previous work done by various implementing agencies.
